The escapement is not the clock. People say the escapement is the clock and they say it in the Hall, in front of me, to visitors, and I have stopped correcting them because I corrected them for thirty years and it did not take.
The escapement is a gate. It lets the train move one tooth at a time and it takes a small bite of energy to do it. The clock is the pendulum. Everything else in that case exists to keep one weighted rod swinging in a vacuum against nothing, and to count.
I say this because I am about to describe a fault, and a man who does not know where a clock is cannot be told where a fault is.

That has been the finding for fourteen years and I have never contested it, because the alternative finding is that the pendulum is wrong, and a pendulum in an evacuated case at a controlled temperature is not wrong. It is the least wrong object on the continent. It is very close to being the only thing on this plateau that is not lying to somebody.
The fault: a drift. Small. Not in the rate. In the rate of change of the rate, which is a different animal and which the Council has never once understood no matter how I put it. The clock does not run fast or slow. It runs fast and slow, in a slow breathing, over a period of some months, and the breathing does not correlate with temperature or with barometric pressure or with the seismic record or with the mains supply or with anything at all that I have been able to name in fourteen years of naming things.
I correct it by hand. Weekly. I have corrected it eleven hundred and four times. My father corrected nothing, because in my father's time it did not do this.
The Council's position is thermal. I have measured the thermal. The Council's position remains thermal.
22:41:09.8Prel came up at the change of the watch with the tea I have told him twice not to bring into the case room. He is nineteen and he is the twelfth of the line if he lasts, and he will not last, because he has the hands and does not have the temperament. He asked me why I bother with the log when the Republic has instruments that log themselves.
I told him that an instrument that logs itself has no witness, and that a number with no witness is a rumour.
He said that was a very old-fashioned thing to say. He is right. It is also correct. Both of those can be true and it is the great tragedy of the young that they think finding the first one exempts them from the second.
